came across what I believe is a painted d 
its dated B 51 has collar stamped 228 d
but all I can find online is A 51 and I believe they started making the E model in July of 51 and never heard them stamping model E with a letter
can anyone confirm this is a 228 d

Certainly not outside the realm of possibility.  And given that it's an adjacent date to the "last known", I'd say it's very likely.  And you've got the best type of evidence: hands on.  A couple more questions:
1. To which side of the valve wheel is the model stamped on the collar.  The later ones are on the right and the earlier ones on the left. 
2. Are there any logos on the fount?  The E should have a decal as well as a stamped logo.  The D should have nothing.

@ecblanks As for the first question, PO already states that it is stamped 51. The base rest we already know would be on the right side of the valve knob. That change was made in A/50. On your second question, the 7/51 220/228E's did not have a decal anywhere on the fount.

Let's let the OP answer my questions about his specific lantern.  Since we don't have any pictures I'm trying avoid making obvious assumptions.

Just correcting what you were questioning. It helps the OP so you don't confuse them.

Whether its a Model D or E the model id will be on the right for 51, and in 51 neither the Model D or E had a decal.

@Colemannut everything you have said is correct.  But we may want to consider that his lantern may contain replacement parts, which would be even more confusing.   Again, trying to gain information instead of making assumptions about his particular piece.
For example: I have a 249 with a 242C collar on it.  Does that make it a 242C or a 249?
