So, I finally got fuel to come out of the pre heat torch but the shut off is roached. Attached is pictures of the torch in question and the small nipple that was removed to figure a way to shut it off.. thoughts?

Looks like you're in the market for a pip.  I'd take this moment to point out that there are several pips in that lantern: may want to replace the others as well.
