Saw one like the one on the middle right (the one with no cage) today in an antique store for $22.50. I will be back there tomorrow. Is that a good deal?

Who made those and are they heaters or lights?

Bill, they're made by Tilley.  They are primarily heaters but some can be fitted with lamp heads to make them work like floodlights. 

Here's one in action as a heater...
